The democratic world wasn't as democratic as we know what is democratic nowadays.
Our world one hundred years ago can be seen as undemocratic.
Happily anyone can start an own business and can travel all the way one wants.

Now our civil rights are tightened again. We have to identify ourselves on the streets. Secret Services can do their work again without having permission of Civil Authorities.
But nowadays you can do really anything if you want. Okay there are Secret Services, but what the heck with them. Just be a Muslim and a Joker and you may bomb yourself.

According to Jason Burke everyone can start his own Al-Qaeda. Why? Because Al-Qaeda doesn't exist as a central organised organisation anymore. Al-Qaeda is a dark amorphous entity which is an inspiration for the on Islam based terrorists.
It's easy for Al Zawahiri (in 2005 the second man of Al-Qaeda) to claim the terroristic attack. Al Qaeda sew the seeds for terrorizing the world, to set up complete populations against eachother.
